Emergency Response Planning, Istanbul
Risk based techniques are fundamental to the requirements offshore and onshore with safety reports and safety courses both in Europe and the US. QRA studies are used extensively in examining designs at the concept stage, when issues such as siting, layout, hazardous material inventories and the site protection philosophy should be reviewed.
This QRA course will also include fire, explosion as well as H2S risks and consequence analyses that should be carried out to assess the accident scenarios for the control of major accidents and hazards (COMAH). This will indicate any precautions that need to be taken against total loss of the facility.
The delegates will have an understanding of:
Hazard Identification;
Risk Assessment; and
Design of bow tie diagrams to show threats, barriers, top events, mitigation and consequences.
The course will give participants a greater understanding of risk assessment.
The course will:
Provide a basic level of understanding of emergency response procedures;
Provide an opportunity for participants to consider principles of emergency response as used in the oil and gas industry;
Review the roles and responsibilities held by team and individual members of the emergency response organisation
Consider contact, organisational interface responsibilities and communication requirements within the emergency response organisation.
And also provide an understanding in:
Writing emergency checklists
Writing contingency plans
Incident Command System
Our Expert Traner: Malcolm Phillips BSc., C.Eng., F'IEE, MBCS, FRI
Malcolm has had a diverse career in the petrochemical industry and brings tremendous experience and expertise to his teaching. He was head of Safety Systems Development for BP Exploration where he developed its health, safety, environmental, quality assurance and security systems at Aberdeen. He also project managed a global multi-media environmental protection and planning system for BP’s chief executive crisis management centre.
Malcolm has produced control and instrumentation systems specifications and other engineering functions for BP, ADMA OPCO and Vosper Thornycroft and was also a lecturer on offshore engineering at Robert Gordon University. He is now Technical Director of the UK based consultancy firm, ACM.

How to prepare, write and test Emergency Plans that are appropriate to the Risk that your Organisation is exposed to.
You will learn how to identify hazards and prepare a comprehensive Hazard Register
Whether you have the right resources in the right place to deal with the identified hazards;
How to establish an Incident Command System and Emergency Organisation and how to established your communication lines are between your team and external support groups; and
Whether you have taken into consideration all emergency predicaments by testing your Emergency Plans through simulated scenarios.
You will experience the pressures in decision making by taking part as a member of an Emergency Response Team during an Exercise.
You will get an insight into the psychology of Incident Command and how to deal with International Media
Who should attend:
This course is ideal for either senior managers or new employees who may, in the course of their normal duties, be called upon to take up a position in their company’s emergency response organisation. Alternatively, the course would suit anyone within the company who wishes to understand the principles of emergency response as it applies to the Oil and Gas industry.
